Russia bans some EU meat.

Over the last two weeks Russia has banned imports of meat from a number EU meat plants. The reason given is the presence of residues from the antibiotics Doxicyclin and Tetracyclin, which Russia does not allow. However, other reports suggest the row is over veterinary certificates. With effect from 30 April, 30 establishments in eight member states were thought to be affected, including some major pig and poultry plants.

The European Commission has adopted a regulation increasing the age limit at which the vertebral column must be removed from beef, from 24 to 30 months. In April 2007 the European Food Safety Authority published an opinion supporting an increase in the age limit stating that 33 months could be considered a safe limit; the Commission proposed 30 months to allow the highest possible safety margin.



The European Comission reclaims the misspent farm aid.

The European Comission is to reclaim €83 million of misspent farm aid from several member states who have either not exercised adequate controls over use of the money, or have not complied with rules on agricultural expenditure. The total includes €55 million to be reclaimed from Spain, €11 million from France and €4 million each from Germany and Italy.

There is a change to the organisation which is authorised to issue certificates of authenticity in Chile. The new organization is Asociación Gremial de Plantas Faenadoras Frigorificas de Carnes de Chile, Teatinos 20 - Oficina 55, Santiago.



South Korea to end ban on US beef exports

The US and South Korea have agreed on a plan to lift the Asian nation's ban on US beef exports, removing a major impediment to action in Congress on a free-trade deal with South Korea, though significant hurdles remain.

Irish spend more on meat

According to Bord Bia, household purchases of fresh beef in the Irish Republic in the 52 weeks ended 28 January increased by one per cent compared with a year earlier to almost 53,000 tonnes. Expenditure on beef rose by six per cent to €439 million. Lamb purchases were also up one per cent to 13,000 tonnes, with spending rising by seven per cent to €127 million. The largest volume increase in household purchases was in bacon, up five per cent to 23,000 tonnes. Expenditure on bacon was valued at €190 million, an eight per cent rise on the 52-week period ended January 2007. The annual increase in pork purchases was also greater than for the other red meats – up three per cent to almost 19,000 tonnes. Spending was €190 million, representing an increase of four per cent. In contrast, poultry purchases over the period fell by four per cent. However, an increase in retail prices meant expenditure on poultry rose by four per cent to €215 million.

Classical Swine Fever in Slovakia

In week commencing 7 April an outbreak of classical swine fever was confirmed in a farm rearing 7,000 pigs in the district of Levice in Slovakia (10km from the Hungarian border). The EU Commission has subsequently banned the movement of live pigs, pork semen and pig ova and embryos from the whole of Slovakia (Commission Decision 08/303)

At the 7 March Advisory Group on the Food Chain a DG SANCO official reported that a (German) external consultancy group was recently appointed by DG SANCO to assess whether the EU needs to harmonise fees for inspections carried out under the 882/2004 Regulation on official food and feed controls.

 EU 25’s meat exports of 1.3 billion € to Russia will continue uninterrupted.  Transitional period established for three months, from 1st October 2004 to 1st January 2005, to gradually substitute the old documents with the new ones.  The old meat safety certificate for EU exports will be accepted until 31st December 2004.  Russia is expected to accept the principle of regionalisation policy in cases of disease outbreaks limiting an import ban to areas where the disease is present instead of banning imports from a whole country.  The EU Presidency set up two working groups, under the framework of the Council's Potsdam-group, to deal with : -- regionalisation , first meeting the 22 September -- fraud prevention, to provide Russia with a paper, first meeting on Monday 13th September.  Agreement improvement on veterinary certificates : strict food safety standards and single veterinary certificate for EU export to Russia.  Cooperation improvement, in particular regarding prevention of fraud, control of transits intended towards Russia, concept of sanitary regionalisation. Russia accepts the parallel use of new and former certificates until the end of this year, but with the requirements and conditions agreed upon (i.e. only from establishments authorised for export by Russia). Russia wants to have models of official MSs stamps and registers, and to start discussions on the Phytosanitary field  Steps to be done by the EU before 1st January 2005: 1. Create a common veterinary certificate for each animal species : • Draft certificate for live animals (not yet in the final format) • Draft certificate for animal products (final format) 2. Adjust national procedures, in order to harmonise the system between the Member States before the new common certificates would apply. The certificates shall be signed by the veterinary national authorities of each Member State
